防颱洪 淹水預測可提早3天

〔自由時報記者陳彥廷／屏東報導〕為預防再發生八八水災的災情，屏東縣消防局與國家實驗研究院合作，成為全國第一個「天霖鈴」系統示範縣，提供縣府更即時的客制化服務，有助於作出更有效的決策。

颱風來襲總首當其衝的屏東，八八風災後縣府希望能更迅速掌握情資作出決策，和國研院颱風洪水研究中心合作成為「天霖鈴」系統的示範縣，提供未來七十二小時的淹水潛勢預判。

颱洪中心副研究員楊尊華指出，屏東希望有預防淹水的系統，而「天霖鈴」也要資料測驗，一拍即合成為示範縣，綜合歷史雨量、淹水潛勢和下水道設計標準等二十多個因子，演算出往後三天各地淹水機率，讓災防至少可提前兩天，合作至今經歷了三個颱風，準確率高達八成。

此外，消防局為補足氣候資訊，今年也委託「天氣風險公司」量身打造屏東專屬氣象台，每週提供氣象播報，並針對颱風預報未來一天各地風力、雨量，並進駐災害應變中心，提供劇烈天氣事件簡報讓縣府諮詢。
